Jose "Tony" Rosario had a vision for the island. In 2010, Tony was mentoring underprivileged youth while working other projects in the community. Tony began to notice the "clutter" random signage that was scattered throughout the USVI. Tony searched for the best and clearest digital signage with the vision to someday clean the clutter and offer a better advertising platform for outdoor media on USVI.
In September of 2017, Hurricanes Irma and Maria struck the USVI with violent force. Many residents were displaced and the government struggled to provide real-time information to the community. Tony had been working with a leader in digital billboard technology and software development, called SethLED. SethLED created the "ECO" response system which is designed for the USVI Emergency Government and Police. The ECO (Emergency Communications Override) System allows the USVI Emergency Government and Police to "take over" digital billboard content remotely in the event of pending natural disaster or emergency. Tony hopes that the ECO system will be utilized to preserve the health and safety of the USVI community.
